Floating Wind Project Golden State Wind Recieved permit for Lease Area Surveys Off California’s Central Coast

June 22, 2024 Golden State Wind (GSW), a floating offshore wind energy project, has received all necessary permits to conduct geophysical survey activities in federally regulated waters off Central California’s coast. Surveys will begin on July 2, 2024, to map the seafloor and underlying geological layers, ensuring thoughtful project planning and avoidance of sensitive resources.


GSW, a 50/50 joint venture between Ocean Winds and CPP Investments, holds Lease OCS-P 0564 in the Morro Bay Wind Energy Area, 53 miles northwest of Morro Bay. Autonomous underwater vehicles (AUVs) will conduct non-invasive surveys, using low-energy equipment to minimize potential impacts on marine resources and wildlife.

The survey data will inform engineering and permitting for the proposed offshore wind energy installation, ensuring designs that avoid and minimize physical and biological disturbance of marine resources and wildlife. GSW will employ industry-standard low-energy equipment, consistent with the California State Lands Commission’s Low-Energy Offshore Geophysical Survey Permit Program (OGPP).

The surveys will conform to a robust Protected Species Monitoring Plan (PSMP), with trained observers on board to identify and protect marine wildlife. Vessel crew will follow strict mitigation measures, including limiting speeds to 10 knots and maintaining a 500-meter distance from sighted marine mammals.

GSW has engaged with local stakeholders, including commercial and recreational fisheries, and Native American Tribal Groups, to ensure meaningful and frequent engagement. The project team has met with Morro Bay and Port San Luis Commercial Fishing associations and expanded outreach to surrounding regions.

The US-registered vessel Go Adventurer will conduct surveys, based at Port Hueneme, without using Morro Bay Harbor or Port San Luis facilities.
